Enhancing the Ability of Consumers To Control the Robocalls

Official abstract: In this document, the Federal Communications Commission (Commission) modifies rules to ensure that consumers can revoke consent for robocalls they no longer wish to receive while continuing to receive those they still want. We also modernize our rules to ensure that consumers have clear, simple, and automated ways to revoke consent while streamlining callers' ability to process revocations. Specifically, we allow callers to interpret a revocation request as applying only to the specific category of informational robocalls to which the revocation was directed, allow callers to designate an exclusive means to revoke consent, and amend the exemption from the consent requirement for financial institutions to allow them to more easily alert customers to fraudulent activity on their account. In addition, we delegate authority to the Consumer and Governmental Affairs Bureau (CGB) in consultation with the Enforcement Bureau (EB) to review our robocall rules to ensure that those rules are clear and easy to read.

Television Broadcasting Services Des Moines, Iowa

Official abstract: This document proposes to amend the Table of TV Allotments (Table) of the Federal Communications Commission's (Commission) rules in response to a petition for rulemaking filed by Iowa Public Broadcasting Board (Licensee), the licensee of noncommercial educational PBS member television station KDIN-TV (KDIN-TV), Des Moines, Iowa (Des Moines). The Licensee holds a construction permit (CP) to construct a facility on UHF channel *34 at Des Moines, and now requests to substitute VHF channel *11 for UHF channel *34 in the Table, with the technical parameters as set forth in KDIN-TV's current license. The Media Bureau previously granted a petition for rulemaking submitted by the Licensee to substitute UHF channel *34 in place of VHF channel *11 at Des Moines. The Licensee states that it is now unable to complete construction of the channel *34 facility within the time specified on the construction permit, and therefore requests amendment of the Table to allow it to continue to operate on VHF channel *11 at its currently licensed technical parameters to provide uninterrupted service to viewers. Given that the Licensee proposes to utilize its currently licensed parameters, we believe VHF channel *11 can be substituted for UHF channel *34 at Des Moines as proposed, in compliance with the principal community coverage requirements. In addition, we find that this channel change meets the technical requirements as well as the Commission's interference protection requirements.

In support of its channel substitution request, RNN filed comments reaffirming its interest in the proposed channel substitution and stating that it will promptly file an application seeking continued operation on channel 10 at Norwell. The staff engineering analysis finds that the proposal is in compliance with the Commission's principal community coverage and technical requirements, including the interference protection requirements. The substitution of channel 10 for channel 36 in the Table will allow the Station to continue to operate on its licensed channel and provide uninterrupted service to viewers.

Television Broadcasting Services Savannah, Georgia

Official abstract: This document proposes to amend the Table of TV Allotments (Table) of the Federal Communications Commission's (Commission) rules in response to a petition for rulemaking filed by Georgia Public Telecommunications Commission (Georgia Public Broadcasting or Petitioner), the licensee of noncommercial educational television station WVAN-TV (WVAN-TV or Station), Savannah, Georgia (Savannah). The Petitioner requests the substitution of UHF channel *18 in place of its current VHF channel *8 at Savannah in the Table, with the technical parameters specified in the Petition. In support of its channel substitution request, the Petitioner asserts that allowing the Station to move to a UHF channel would serve the public interest by improving the community's access to WVAN-TV's locally produced programs. The Petitioner observes that the Commission has recognized that VHF channels have certain characteristics that have posed challenges for their use in providing digital television service, including propagation characteristics allowing undesired signals and noise to be receivable at relatively farther distances. Additionally, the Petitioner notes that the Commission has observed large variability in the performance of indoor antennas available to consumers, with most antennas receiving fairly well at UHF and the substantial majority not so well to very poor at high-VHF. An engineering statement provided by the Petitioner confirms that the proposed channel *18 contour would provide full principal community coverage to Savannah and that the proposed channel substitution contour would not cause impermissible interference to any other licensed facilities. When taking into account the ability of viewers to obtain PBS programming from other nearby stations, the proposed channel substitution would not cause any loss of service.

Sunshine Act; Open Commission Meeting Wednesday, September 30, 2026

Official abstract: The Commission will consider a Report and Order and Further Notice of Proposed Rulemaking to overhaul the Commission's outdated National Environmental Policy Act (NEPA) rules. These reforms will clarify the scope of Commission actions subject to environmental review and streamline and expedite the review process to ensure NEPA serves as a tool for informed decision- making rather than a barrier to investment, innovation, and connectivity. 2.................. Space................. Title: Satellite Spectrum Abundance (SB Docket No. 25-180); Spectrum Abundance for Weird Space Stuff (SB Docket No. 26- 54); Expanding Use of the 12.7-13.25 GHz Band for Mobile Broadband or Other Expanded Use (GN Docket No. 22-352); Shared Use of the 42-42.5 GHz Band (WT Docket No. 23-158); Use of Spectrum Bands Above 24 GHz for Mobile Radio Services (GN Docket No. 14- 177). Summary: The Commission will consider a Report and Order and Order of Proposed Modification and two Further Notices of Proposed Rulemaking that would increase the amount of spectrum available in order to support innovation in the American space economy. The Order would unlock more than 1,000 megahertz of spectrum in the 12.7 GHz and 42 GHz bands to provide greater capacity for satellite broadband to the home or for in-flight connectivity and the like. One FNPRM would seek comment on unlocking an additional 1,175 megahertz of spectrum in the Ku- and Ka-bands and 138.25 gigahertz in the D-band for more intensive use by satellite communications. The other FNPRM would seek comment on three new bands across thousands of megahertz that might be able to be used to control spacecraft or to provide data communications in support of emergent space activities, such as in- space servicing, assembly, and manufacturing. 3.................. Office of Engineering Title: Unleashing the Power and Technology. of Unlicensed UWB Devices (ET Docket No. 26-245). Summary: The Commission will consider a Notice of Proposed Rulemaking that would modernize the rules for unlicensed Ultra- Wideband (UWB) devices. UWB devices operate under part 15 of the Commission's rules and support a wide variety of applications, including automobile sensors, door locks, ground- and wall- penetrating radars, and location tracking for NFL players during games. The NPRM would modernize the UWB rules by updating definitions, measurement procedures, technical parameters, and outdated restrictions, while removing unnecessary coordination requirements. The NPRM would also create a new UWB device category for emerging applications like AI-enabled sensing and overall seek to future- proof UWB regulations for the next wave of innovation while maintaining protections for incumbent services. 4.................. Public Safety and Title: Modernizing the 911 Homeland Security. Framework (PS Docket No. 26-197). Summary: The Commission will consider a Notice of Inquiry exploring modernization of the 911 framework to ensure the public can continue to effectively and reliably access emergency services in this era of rapid technological change. 5.................. Consumer and Title: Enhancing the Governmental Affairs. Ability of Consumers to Control Which Calls That They Wish to Receive (CG Docket No. 02-278). Summary: The Commission will consider a Report and Order and Further Notice of Proposed Rulemaking modernizing its Telephone Consumer Protection Act rules to ensure that consumers have easily accessible ways to opt-out of robocalls while streamlining callers' ability to process consent revocation requests. ------------------------------------------------------------------------

Protecting Against National Security Threats to the Communications Supply Chain Through the Equipment Authorization Program

Official abstract: In this document, the Federal Communications Commission (Commission or FCC) takes further steps to strengthen its equipment authorization program against national security risks to the communications supply chain. The Commission closes a component-part loophole by prohibiting authorization of devices that incorporate logic-bearing hardware components produced by an entity identified on the Commission's Covered List, where the device would itself be prohibited from authorization had the Covered List entity produced the entire device. The Commission also requires that any modification or permissive change to equipment by an entity identified on the Covered List undergo full certification, clarifies that its marketing rules reach any entity (including online marketplaces) that markets unauthorized equipment, and requires online marketplaces, subject to limited exceptions, to display a device's FCC ID at the online point of sale. Television Broadcasting Services Colusa, California

Official abstract: This document proposes to amend the Table of TV Allotments (Table) of the Federal Communications Commission's (Commission) rules in response to a petition for rulemaking filed by One Ministries, Inc. (Petitioner), the licensee of NCE television station KEDS(TV) (KEDS or Station), Colusa, California (Colusa). The Petitioner requests the substitution of UHF channel *14 in place of its current VHF channel *2 at Colusa in the Table with the technical parameters specified in the Petition. In support of its channel substitution request, the Petitioner asserts that allowing the Station to move to a UHF channel would serve the public interest by improving signal reception for viewers. An engineering statement provided by the Petitioner confirms that the proposed channel *14 contour would provide full principal community coverage to Colusa.
