Sale and Issue of Marketable Book-Entry Treasury Bills, Notes, and Bonds
Official abstract: The Department of the Treasury ("Treasury" or "we") is issuing in final form amendments to the Uniform Offering Circular for the Sale and Issue of Marketable Book-Entry Treasury Bills, Notes, and Bonds (the "UOC" or "auction rules"). These amendments make technical changes to several sections of the UOC to remove outdated references and to be consistent with Treasury's current auction terminology. These amendments also modify the requirements for submitting noncompetitive customer bids, to require submitters to provide all customer bid information prior to the noncompetitive auction close.

Management of Federal Agency Disbursements
Official abstract: Executive Order (E.O.) 14247, Modernizing Payments To and From America's Bank Account, directs the Secretary of the Treasury to cease issuing paper checks for all Federal disbursements to the extent permitted by law and to review and, as appropriate, revise procedures for granting limited exceptions where electronic payment methods are not feasible. In accordance with the E.O., the Department of the Treasury (Treasury), Bureau of the Fiscal Service ("Fiscal Service" or "we"), is proposing to amend its regulation that sets forth the limited circumstances under which paper check disbursements may be made by federal agencies.
