Fisheries of the Exclusive Economic Zone Off Alaska; Modify Groundfish Season Timing in the Bering Sea and Aleutian Islands and Gulf of Alaska Groundfish Fisheries

Official abstract: NMFS proposes two technical revisions to regulations for the opening and closing times of groundfish fisheries in the Bering Sea and Aleutian Islands (BSAI) and Gulf of Alaska (GOA) management areas. First, this proposed rule would authorize NMFS to determine the opening and closing times for the sablefish Individual Fishing Quota (IFQ) and Community Development Quota (CDQ) fishing season, taking into consideration the halibut IFQ/CDQ season set by the International Pacific Halibut Commission (IPHC). Second, this proposed rule would allow NMFS flexibility to change the time of day for closing a groundfish fishery. This proposed rule is necessary to minimize regulatory discards, reduce uncertainty for fishery participants, and enable fuller utilization and more precise limitation of allowable harvest. This action is intended to promote the goals and objectives of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson- Stevens Act), the Fishery Management Plan for the Groundfish of the BSAI Management Area (BSAI FMP) and the Fishery Management Plan for the Groundfish Fisheries of the GOA (GOA FMP), and other applicable laws.

Fisheries of the Exclusive Economic Zone Off Alaska; Application for an Exempted Fishing Permit

Official abstract: This notice announces NMFS' receipt of an application from SeaShare, Inc. and Glacier Fish Co. and the public comment period for an exempted fishing permit (EFP). If issued, this permit would allow the applicants to retain Pacific halibut up to a poundage limit and donate it through the Prohibited Species Donation (PSD) Program, after Pacific halibut deck sorting and after sampling by a fisheries observer. This EFP would exempt one catcher/processor vessel from complying with regulations that prohibit the retention of Pacific halibut and donation of Pacific halibut prohibited species. The EFP would place a poundage limit on the allowable retention of Pacific halibut. Effective dates of the EFP would be from May 1, 2027, to December 31, 2028. This experiment would allow retention of Pacific halibut to test an additional way to donate dead Pacific halibut to hunger relief causes that would otherwise be discarded at sea. If successful, this would promote the food-supply and conservation objectives of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act).

Fisheries of the Caribbean, Gulf of America, and South Atlantic; Snapper-Grouper Fishery of the South Atlantic; Regulatory Amendment 36

Official abstract: NMFS issues regulations to implement Regulatory Amendment 36 under the Fishery Management Plan for the Snapper-Grouper Fishery of the South Atlantic (Snapper-Grouper FMP). This final rule revises the recreational vessel limits for gag and black grouper. Additionally, this final rule revises the transit storage requirements for commercial on-demand, also known as ropeless, black sea bass pots. The purpose of these regulatory changes is to increase biological benefits to the gag and black grouper stocks, and to allow more practical transit of vessels through certain gear restricted areas with on-demand black sea bass pots on board, consistent with mandates in the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act).

Atlantic Highly Migratory Species; Atlantic Bluefin Tuna Fisheries; Closure of the General Category September Fishery for 2026

Official abstract: NMFS closes the General category fishery for Atlantic bluefin tuna (BFT) for the remainder of the September time period. The General category may only retain, possess, or land large medium and giant (i.e., measuring 73 inches (185 centimeters (cm) curved fork length (CFL) or greater) BFT when the fishery is open. This action also waives the previously scheduled restricted-fishing days (RFDs) for the remainder of the September time period. With the RFDs waived during the closure, fishermen aboard General category permitted vessels and HMS Charter/Headboat permitted vessels may tag and release BFT of all sizes, subject to the requirements of the catch-and- release and tag-and-release programs. On October 1, 2026, the fishery will reopen automatically and previously scheduled RFDs for the October through November time period will resume.
