Agency Information Collection Activities: 30 CFR Part 1220, OCS Net Profit Share Payment Reporting
Official abstract: In accordance with the Paperwork Reduction Act of 1995 (PRA), ONRR is proposing to renew an information collection. Through this Information Collection Request (ICR), ONRR seeks renewed authority to collect information necessary to determine net profit share payments due the United States pursuant to Outer Continental Shelf (OCS) oil and gas leases.

2026 Civil Monetary Penalty Inflation Adjustments
Official abstract: Pursuant to the Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (collectively referred to herein as the "Inflation Adjustment Acts"), and Office of Management and Budget ("OMB") guidance, ONRR annually adjusts its civil monetary penalty ("CMP") amounts it assesses under the Federal Oil and Gas Royalty Management Act of 1982 ("FOGRMA") for inflation. This notice is to inform the public that, per OMB direction, ONRR is retaining the 2025 CMP amounts for calendar year 2026.

Agency Information Collection Activities: Federal Oil and Gas Valuation
Official abstract: In accordance with the Paperwork Reduction Act of 1995 (PRA), ONRR is proposing to renew an information collection. Through this Information Collection Request (ICR), ONRR seeks renewed authority to collect information necessary to verify proper reporting and payment of royalties and other amounts due to the United States under Federal oil and gas leases; determine requests for prepayment or accounting and auditing relief for certain marginal properties; and to evaluate requests to exceed transportation and processing allowance limits. ONRR uses Form ONRR-4393 (Request to Exceed Regulatory Allowance Limitation) as part of these information collection requirements.

Federal Oil, Gas, and Coal Amendments
Official abstract: Consistent with Executive and Secretary's orders, ONRR proposes to amend ONRR's Federal oil, gas, and coal valuation regulations and to specify the standard of review for Director-level appeals. This rulemaking also proposes changes that will likely reduce cost and burden to industry and the Federal Government by simplifying regulatory requirements and ultimately incentivize production to unleash energy dominance. ONRR solicits comments on all aspects of this proposed action.
