Federal Motor Vehicle Safety Standards; Modernization of FMVSS No. 108 To Accommodate ADS-Equipped Vehicles

Official abstract: NHTSA is proposing to amend Federal Motor Vehicle Safety Standard (FMVSS) No. 108, "Lamps, reflective devices, and associated equipment." The proposed updates to the standard are intended to remove unnecessary requirements and to provide design flexibility without impact on vehicle safety. The first two proposed changes would amend the test voltage specification for integral beam type headlamps and remove requirements that apply to vertical headlamp arrangements. Further proposed changes address vehicles equipped with Automated Driving Systems (ADS) that do not have manually operated driving controls. Those modifications would limit the application of certain requirements for manually operated turn signal, hazard warning signal, and beam switching controls to vehicles with manually operated driving controls. The changes are intended to address regulatory burdens and costs associated with equipment that does not fulfill the same purpose or provide safety benefits in an ADS-equipped vehicle without manually operated driving controls as in a vehicle with such controls. The changes would also narrow certain requirements for telltales to vehicles with manually operated driving controls and incorporate the term "telltale" where appropriate throughout the standard. Finally, a proposed addition to the standard would allow cyan-colored ADS marker lamps as optional motor vehicle lighting equipment in ADS-equipped vehicles.

Official abstract: FMCSA announces its final decision to renew and modify the exemption granted to the Association of American Railroads and the American Short Line and Regional Railroad Association and member railroads (the Associations) from the hours-of-service (HOS) prohibitions against driving after the 14th hour after coming on duty (the 14-hour rule) and against driving after accumulating 60 hours of on duty time within 7 consecutive days, or 70 hours of on duty time within 8 consecutive days (the 60-hour/70-hour rule). The exemption will enable covered drivers to respond to unplanned events that occur outside of, or extend beyond, their normal work hours. FMCSA modifies the previous exemption to limit the categories of unplanned events during which the exemption may be used and to add reporting requirements. In addition, only drivers operating for motor carriers listed in the Appendix to this decision may operate under the exemption. Airworthiness Directives; Airbus SAS Airplanes

Official abstract: The FAA is superseding Airworthiness Directive (AD) 2025-04- 05, which applied to all Airbus SAS Model A330-841 and -941 airplanes. AD 2025-04-05 required a revision of the existing airplane flight manual (AFM) and removal of the previously required limitations; a revision of the existing minimum equipment list (MEL); one-time or repetitive seal integrity tests of each engine bleed air system (EBAS) high pressure valve (HPV); additional maintenance instructions and corrective actions; and repetitive replacement of affected HPV clips; as applicable. AD 2025-04-05 also limited the installation of affected HPV clips. Since the FAA issued AD 2025-04-05, an improved EBAS HPV with unaffected HPV clips was certified, and it was determined that the bleed monitoring computer (BMC) software (SW) must be updated. This AD continues to require the actions in AD 2025-04-05, except for repetitive replacement of affected HPV clips. Official abstract: The FAA is withdrawing a notice of proposed rulemaking (NPRM) that proposed to adopt a new airworthiness directive (AD) that would have applied to certain The Boeing Company Model 787-8, 787-9, and 787-10 airplanes. The NPRM was prompted by reports that very high frequency (VHF) radio frequencies transfer between the active and standby windows of the tuning control panel (TCP) without flightcrew input. The uncommanded frequency changes could result in missed communications between the flightcrew and Air Traffic Control. The NPRM would have required updating the TCP operational software (OPS) and performing a software configuration check. Since issuance of the NPRM, the FAA has determined that the TCP OPS version specified in the NPRM does not correct the unsafe condition. Accordingly, the NPRM is withdrawn.

Notice of Availability: Anchorage Terminal Area Airspace and Procedures Study for Review and Comment Period, and Workshop Announcement for the Draft Environmental Assessment

Official abstract: The FAA, in cooperation with the United States Air Force, is announcing the public review/comment period and public workshops for the ATAAPS DEA for the proposed Anchorage terminal airspace redesign. ATAAPS involves changes to the airspace, aircraft flight paths, and aircraft altitudes in the Anchorage basin and surrounding areas. The DEA evaluates the potential environmental impacts of the proposed airspace redesign (Proposed Action) and the No Action alternative. The FAA has not made a final decision on any airspace/procedure amendments related to the Proposed Action. A copy of the DEA, appendices, and the Workshop announcements will be posted to the FAA ATAAPS web page at: https://www.faa.gov/about/office_org/headquarters_offices/ara/ alaskan_region/ataaps. Early notification of the FAA's intent to prepare a DEA was published in the Federal Register on July 16, 2026 (91 FR 43723, FR Doc. 2026-14367). In accordance with the National Environmental Policy Act of 1969, 42 U.S.C. 4321 et seq., and in accordance with FAA Order 1050.1G, FAA National Environmental Policy Act Implementing Procedures, the FAA issues this notice that it has prepared a DEA for the ATAAPS project and has made it available for public review and comments. The ATAAPS Project would improve safety and efficiency of the National Airspace System (NAS) and homeland defense capabilities, by optimizing aircraft arrival and departure procedures that serve multiple airports--specifically in the Anchorage basin and surrounding areas--including: Ted Stevens Anchorage International Airport (ANC), Elmendorf Air Force Base Airport (EDF), Bryant Army Airfield Airport (FRN), Lake Hood Airport (LHD), and Merrill Field Airport (MRI). As a critical strategic gateway for homeland defense, Joint Base Elmendorf-Richardson (JBER) is currently restricted from operating at its intended capacity and fleet mix until the surrounding airspace is officially modified. The Instrument Landing System (ILS) for Runway 17 is integral to improving JBER operations, but cannot become operational under the current airspace design. (JBER runway designations are currently 16/34 and 06/24; Runway 16/34 will be updated due to Magnetic Variation changes to Runway 17/35 before completion of the Final Rule).

This action revises the NPRM by referencing later service information with new or more restrictive airworthiness limitations and expanding the applicability.
