Privacy Act of 1974; System of Records
Official abstract: Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of Housing and Urban Development (HUD), Office of Public and Indian Housing, is issuing a public notice of its intent to establish a Privacy Act system of records titled Enterprise Voucher Management System (eVMS). The Enterprise Voucher Management System (eVMS) is used for managing funds for the Housing Choice Voucher (HCV) Program. eVMS automates monthly Housing Assistance Payment (HAP) calculations using family-level data derived from the Information Management System/Public and Indian Housing Information Center (IMS/ PIC), provides authorized users with daily online access to those calculations and provides visibility into funding balances. This information is provided through the eVMS front-end user interface and does not require back-end access to the calculations. The system supports financial oversight and payment integrity by calculating monthly payments using near real-time HAP eligibility at the participant level. Any changes in HAP eligibility are promptly reflected in the next payment cycle, ensuring timely and accurate adjustments. As a result, payments are aligned with participants' current needs, reducing the risk of overpayments, waste, and potential abuse within the Housing Choice Voucher (HCV) Program.

Privacy Act of 1974; System of Records
Official abstract: Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of Housing and Urban Development (HUD), Office of Public and Indian Housing (PIH), is modifying the system of records notice for the Inventory Management System (IMS), also known as the Public and Indian Housing Information Center (IMS/PIC), and the Housing Information Portal (HIP). The modification incorporates two routine uses that were previously added by separate notices and adds three new routine uses and updates the system manager and agency contact information. The incorporated and new routine uses are listed as: (17), (18), (19), (20), and (21). The modification also clarifies the Categories of Records in the System, Record Source Categories, and methods of electronic collection and submission for IMS/PIC and HIP. These updates are explained in the SUPPLEMENTARY INFORMATION section of this notice. IMS/PIC and HIP serve as a national repository of information related to Public Housing Agencies (PHA)s, Tribally Designated Housing Entities (TDHE), HUD-assisted families, HUD assisted properties, and other HUD programs, for the purpose of monitoring and evaluating the effectiveness of PIH rental housing assistance programs. IMS/PIC and HIP allow PHAs, TDHEs, and their hired management agents to electronically submit information to HUD that is related to the administration of HUD's PIH programs. They collect data for PIH operations, including data submitted via the internet from HUD's field offices, and accurately track activities and processes. IMS/PIC and HIP also help to increase sharing of information throughout PIH and HUD, which improves staff awareness of activities related to the administration of HUD subsidized housing programs.

Through this rule, HUD is proposing to remove provisions in HUD's Title VI implementing regulations that impose disparate-impact liability on recipients of HUD Federal financial assistance. This proposed rule generally would restore HUD's regulations to their state prior to the publication of the April 23, 2024, final rule, although it would maintain flexibilities from that rule related to floodways, categorical exclusions, exemptions from Part 55 applicability, and the decisionmaking process; it also proposes minor revisions for clarity.

Section 8 Housing Assistance Payments Program-Fiscal Year (FY) 2026 Inflation Factors for Public Housing Agency (PHA) Renewal Funding
Official abstract: This notice establishes Renewal Funding Inflation Factors (RFIFs) to adjust Fiscal Year (FY) 2026 renewal funding for the Housing Choice Voucher (HCV) Program of each public housing agency (PHA), as required by the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2026, enacted as part of the Consolidated Appropriations Act, 2026. The notice apportions the expected percent change in national Per Unit Cost (PUC) for the HCV program, 2.337 percent, to each PHA based on the change in Fair Market Rent (FMR) for their operating area(s) to produce the FY 2026 RFIFs. HUD continues to use the methodology refined in FY 2025 to produce the national PUC forecast. This approach adjusts the gross rent component by empirically weighting projected recent-mover rents, as measured by the FMR, with an independent forecast of all-mover rents, as measured by the Consumer Price Index (CPI). In addition, HUD is seeking comment on potential RFIF methodological changes it is considering for FY 2027 which would incorporate an additional factor to partially adjust the local inflation adjustment an area would otherwise receive if there is indication that local land use policies, permitting policies, or other local regulatory housing policies may be influencing local inflation in rents.

Official abstract: The Office of Management and Budget (OMB) proposes to revise the Guidance for Federal Financial Assistance to improve government- wide policies and requirements related to the management of grants, cooperative agreements, and other forms of assistance. OMB is proposing revisions that would improve transparency, accountability, and oversight for Federal awards across the Federal Government. This includes ensuring that American tax dollars are not wasted or misused, activities performed under Federal awards are consistent with law and policy, and recipients are held accountable when they fail to meet relevant standards. The revisions also aim to ensure that basic American principles of equality and equal opportunity are upheld throughout all stages of the award making process and that unlawful discrimination is no longer permitted. Proposed changes also include providing further clarification on the regulatory status of the OMB requirements and on the process for future updates to the government- wide requirements. Finally, OMB also proposes changes to reduce recipient burden. The listed Federal grant-making agencies propose conforming changes to their respective adopting regulations, or, in the case of some agencies and other entities, establishing new adopting regulations or policies. The proposed changes reflect the administration's commitment to transparency, accountability, and proper oversight for the Federal grantmaking process. The proposed regulations seek to ensure that American tax dollars are ultimately used to serve the needs of the American public.
